Can't build third temple as Jewish

Description​

Playing as Jew, who consider Jerusalem his holy site i can't upgrade Dome of the Rock to the third temple, because Dome is grayed out and i can't press on it. Probably the same problem will occur with Islam taking over Constantinopole and building Hagia Sophia.

Steps to reproduce​

Started on Georgia with Jewish faith i conquered Jerusalem, create kingdom of Israel, and still couldn't press on Dome of the Rock.

Just wanted to add to this - I thought maybe it was just a Rabbinism thing but it was the same after converting to Haymanot. It could be any Jewish faith is unable to convert the building into the third temple. There's no option to click it, even though it says you can on the tooltip.
