Is this a feature or a bug? I noticed that as I was taking over Egyptian territory as Selucid, I was able to build units in the captured provinces, albeit at a severe time penalty (playing easy, so I always have come manpower, even in hostile provinces).

Until suddenly I couldn't.

I remember trying to click a build queue in a province I'd just built infantry in a month before and getting a buzzer sound, as if I'd done something wrong. I noticed that the build time had climbed to 93 days for a heavy infantry in Libya (I think), and that I had a female governor in place. I thought it was some sort of feature that only men could raise armies or something.

Now Egypt is gone, annexed completely (but it still has core provinces that cause me to lose popularity when the border dispute event pops, annoying), and all of my territories west of Sinai are unable to build new units, despite having tons of manpower available (775k or something). 3 of the territories have converted to Greek/Greek and still only buzz when you click on them to build something.

I have land connects to my main territory, and at peace with everyone, I can build elephants in one province down there, but it looks exactly the same as two other provinces that have elephants, but cannot build anything.

Anyone else seen this?

I have a similar problem.

Currently, Rome owns (among many others) Bituriges which trades iron to Pictones and Santones.

I am allowed to build new cohorts of principes in Santones (build time - 49 days), but not in Pictones (build time - 64 days. When I click on the build menu in Pictones, I hear the correct sound, but no money is deleted from my treasury and no unit goes into the build queue.

The two provinces are very similar except that Rome has owned Santones for many years and Pictones is a very recent acquisition. Bituriges, which was acquired at the same time as Pictones is able to form new cohorts of principes.

Update: Rome has owned Pictones for over 20 years. Stilll can't build cohorts there.

Update: Pictones now allows Rome to build principes...build time 71 days. Build time in neighboring Santones is still 45.

Please don't take this as a hostile comment, because this is the first bug report that I have ever posted and I was wondering - is it normal to get no response to a bug report?

I would like to know if this really is a bug or if there is a feature in the game that I don't understand yet.
