Can't change profile picture

For over a month now, whenever I try to change my profile picture (including remove it entirely) I get the error below. This error occurs consistently across devices and networks. Does anyone know how to resolve? Or can at least manually change it, I want to make it the For The Glory Ethiopia flag.

While we're here, I'm unable to change my signature. The save button doesn't seem to do anything.
