I have tried literally everything to change the resolution, such as going into the settings file, but it doesn't want to change. Every time I start up the game it goes back to 1900x1080 which I don't want

"Literally everything" isn't very informative for somebody who doesn't know you.
Just saying. So...

1) Regarding settings.txt..
IF you are using a mod, then it might be that it has its own settings.txt.
That would as well be in the Documents../CK2 location, but inside a seperate folder called after a
mod you use.

So for example if you would use the "Games of Thrones" mod, then its settings.txt would be inside a
"Documents/Paradox In../Crusa../A Game of Thrones" folder.

2) Standard way to change resolution:
Apart from all that, you can still change the resolution in Option - Video.
If the option to change the resolution is greyed out, which is the case while Borderless is selected in Window Mode,
then change that to Fullscreen, change resolution, then back to Borderless.

When I said "literally everything" I meant that if you yourself were to google "ck2 can't change resolution" and click on a link then I have done everything that people posted. That's why I have posted another on top of the countless others. Nothing worked
For number 1, I'm not using a mod so that rules that out.
And number 2, When I click the arrows it doesn't do anything at all. I changed from borderless to fullscreen when I had that problem but the arrows aren't doing anything now that I have.

Did you actually try in that situation to change the resolution after changing to Fullscreen ?
The arrows don't visibly change (at least i don't really see a difference) or "do anything" else.

If the answer is yes and it still wasn't possible to change, then i can only suspect that you got Win10 and some setting locks your files in Documents or so...
Either Windows defender (you'd have to add the ck2 folder as an exception, but i don't have Win10, so can't explain)
or....well i'd prefer to leave that to tech support to solve then..
