Cant claim colony

Hey, I play as belgium in the 1.4 version of the game.

I placed the 4 buildings: mission post, coaling station, fortress and the trade post. But I cant claim the colony why?

I have prestige in + first I thought maybe its because of negative prestige.
And if I scroll the tab I see 6 provinces of witch 4 or 'build' and 2 are empty.

Ofcourse I can build on the 2 remaining provinces but that will cost me a lot of money, and it should just accept that I claim the colony right?

Hope you can help me out, or is it a bug?

every province needs a building in it. If you wait the AI will eventually build buildings there and because you have the four in the area you will be able to claim even though 2 buildings belong to the AI.

But then why does it say I can claim it when I have either a building on all provinces OR have those four...

Well it probably is WAD

You can claim when you have every building

or

when you have those 4 and there every province has a building.

Yes the tool tip should possibly be slightly improved but its ok imo because after being caught out once you know what it means.
