Playing with a modded scenario: nobody can cross into USA when at war with it. All movements beyond the border produce red x marks. Movements into Mexico allowed. I've worked on this scenario a lot and would appreciate any input.

Fixed my own problem. I didn't notice the non aggression pact. Apparently, if war is initiated by event, a non aggression pact can cause borders to be uncrossable.
