Description​

Persian rulers, while still being able to declare a count-level holy war, can not declare duchy-level holy war even if the struggle does not ban any holy war

Steps to reproduce​

Begin the game as Duke of Hamadan, who is Ashari, and try to declare holy war on Hasan ibn Zayd, who is Zaydid, you will find you can only declare count holy war instead of duke holy war.
