Can't declare Holy war as a Catholic ruler

Description​

When I target any hostile religion in my surrounding, I can't declare any Holy war, event if I have all the necessary element (hostile religion towards me, country with a border, faith available, etc). For a brief moment in the beginning of the game, I was able, if I remember correctly

Steps to reproduce​

As ruler of Tyrol, I've tried to declare holy wars to capture non-catholic countries.

I'm having sort of a similar issue where as a Muslim (Muwalladism). I can't declare Holy Wars against Catholics but I can declare Holy War on Orthodox or Ibadi. I also have a border with them. I recently lost to a crusade though I don't know if that is a factor.

As a muwalldi, are you trying to declare holy wars in iberia during a struggle?

Do you have religious protection vassal contract? Either that or the emperor not being the same faith might be causing the issue
