Can't declare war on Sweden

April 1940 as GER. Norway won, but everytime I try to DW on SWE, I have to wait a week. The option instantaneously disappears so I can't do it. Is it because i didn't liberate NOR with the event? I think it was happening to me before that. 4 weeks now. Is there a manual event I can trigger with f12 to DW them? Is this a bug?

No. The Diplomacy screen just auto-extends out another week, with "Diplomat enroute" message and no ability to do anything - all choices greyed out, including DOW.

No. It simply is doing some kind of diplomatic action instantly every 7 days. effectively locking me out. I just went back with autosave and replayed it, DOW'ing SWE earlier than I wanted.
