Can't declare war?

Yet another newbie question. This forum is great because the manual is pretty lame.
My question- I am England and I want to declare war on France. However when I open up the diplomacy map to declare, Declare War is greyed out. Anybody know why? Thanks for any help.
 
Are you sure that you have a diplomat available? Need one to for pretty much every action on the diplo screen. There are some exceptions though like exchanging maps..
 
And if your stability is -3, you can't declare war too.

You need to have a diplomat even for exchanging maps (and making loans); they just don't get used up.

Hover the cursor over the greyed-out option, and it will say:
1> No diplomat available.
2> Diplomat en route.
3> Something about stability minus three, which prevents you declaring war.
4> Cannot declare war on an ally.

It has to be one of those four... unless I missed one :D

It's not VERY likely that England has been at war with France for any considerable time without having noticed... :D
 
Thanks for all the help guys. When I allowed my cursor to hover over Declare war it said the following. Can't declare war until January 0. I have no idea what January 0 means. Maybe its a glitch in the game or something.:confused:
 
You might want to try saving the game, restarting EU, and loading it again. I just had a somewhat similar situation - when I hovered over the Declare War option, I was told I couldn't declare war until a date four years or so in the past. :( I saved and started again from the same point and the message was gone... strange.
