Can't Establish Norman Culture

Description​

Despite having all the counties in Neustria, holding the duchy of Neustria, and Norman culture not existing I couldn't establish Norman Culture.

Steps to reproduce​

1.) Play as Alfred the Great.
2.) Form England.
3.) Capture a Norse county in Ireland.
4.) Once you have a new character switch capital to Norse county in Ireland.
5.) Initiate rebellion and surrender so you can switch characters. Then do it again. Then execute your previous character and do it again.
6.) Now that you are an adult look for the decision to form Norman culture and see that it is nowhere.
*Disclaimer I began the campaign with Fair Lords and Fair Ladies enabled. I disabled them but I started the campaign with them.
