So playing as a Norse (or however the game spells it) ruler of the Norse faith (again, can't quite figure out how to spell it the way the game does) I managed to take over Norway while having the relevant ambition, become king of Noegr or whatever, starting as a Jarl (Duke level) But I can't create the title. Is there a trait that interferes with creating kingdom titles or something?

Are you adult, ruled at least 5 years, and not at war? Do you have at least 75% of de jure Norway (vanilla bug that doesn't actually show up in vanilla since they use the same value for form and usurp, it takes the usurp value to form for some reason, though the alert to form properly shows up when you have 50%.)
I found that switching from Lade to a de jure duchy of norway and waiting another five years actually solved the problem. Odd thing, that.
I've had the same problem. I meet all the requirements and had all of norway under control, but still couldn't create the title.
