Can't Form South Africa Under Any Conditions

Description​

I first noticed this while playing as Transvaal. I conquered all the states of the Cape Colony from Great Britain. When I looked at the journal to form South Africa, there was nothing listed. I found it odd, so I did a couple of tests. I started a new game as Great Britain, released the Cape Colony, and then switched to play as them. Also no option to form South Africa. As far as I can tell there is no way to form the country. Have they been taken out of the game or is this a bug?

Also, it asks for the OS below. I selected Windows but I play it on both Windows and Mac and have the same issue.

Steps to reproduce​

1) Conquered the states of Cape Colony, Northern Cape, and Eastern Cape as Transvaal.
2) Go to Journal
3) Go to Nation Formation
4) Nothing listed

Also

1) Start game as Great Britain
2) Grant indépendance to the Cape Colony
3) Switch Nations to play as Cape Colony
4) Go to Journal
5) Go to Nation Formation
6) Nothing listed

Cape Colony is South Africa, so not surprising that you couldn't form South Africa as South Africa.

If you have completely eliminated Cape Colony/South Africa as Transvaal, you should be able to form them however. When I loaded your save, I was able to form South Africa straight away, so I'm not sure why you couldn't.

This is embarrassing. I'm sorry for wasting your time. I swear I have looked at the nation formation screen many times and even right as I was writing that post and South Africa wasn't there. But I just checked again and low and behold it's there. I'm sorry.

No worries. It's not always clear why something does or doesn't appear. Nation formation is one such case, since some countries can change names, and so it's not obvious that Cape Colony is also South Africa for the game's purposes
