When I try to opt in to beta 2.5.2 it isn't on the list of betas the newest version I have is 2.4.5 what can I do? I'm a steam user.

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
Version 2.5.2 is the current version set to the live client. If you are running with 2.4.5, I'm guessing you have the beta for 2.4.5. selected. If you open the "BETAS" tab for the game, you should be able to just select "NONE" and opt out of any betas. That will make Steam update the game to 2.5.2.
Not sure where you got the idea that 2.5.2 is a beta, but it's not. It's the official public release.
The game is only available from Steam.
