Can't get 'hope and wait' achievement

I have every other achievement, but i only have to get the wait and hope achievement. When googling i only see post from 2015 where they give advice, but that won't work anymore.

I have tried getting it in normal and sandbox mode and with a modmap but nothing works.

The achievement is currently broken by the DLC update (which added Orderlies to the research tree) and needs to be fixed. I think the devs are aware of this issue. They just need to find a solution for this and some of the similar issues the game has right now.
