TLDR: I have just one drug addicted inmate and he won't do Drug Rehab but is clearly queued to do so. I can't find any reason why he wouldn't be able to attend, so I'm really stumped.

I've posted this on reddit already, so here's that:

I feel like I'd need a dev to take a look at this, because I've pretty much exhausted every other resource at this point. I've attached the save if anyone wants to take a look.

Alright, I did some more testing and digging into the save file. Here's what I've figured out:

  1. The prisoner themselves determine weather or not they will attend the Pharmacological Treatment of Drug Addiction program - determined by reopening the prison to new inmates who also had drug addictions. Some new inmates with addictions did attend while others did not.

  2. Reoffending rate doesn't seem to matter - determined by comparing inmates who did and didn't do the program. There didn't appear to be any correlation.

  3. Age doesn't seem to matter - determined by comparing inmates who did and didn't do the program. There didn't appear to be a correlation, but this was unclear.

  4. Traits like "petty" don't seem to matter - determined by removing those suspected traits from the save without any change ingame. Also compared traits of inmates who did and didn't attend; there were no obvious patterns.

  5. Being in a gang or not doesn't seem to matter - this might be wrong though; I haven't had any gang members attend the program, so it's possible being in a gang stops a prisoner from attending.

  6. The length of a prisoner's sentence might be a factor - it's more likely related to how bad they are in general, since that determines their crimes and that then determines their sentence length, but there was a clear pattern where inmates with shorter sentences were much more likely to attend and those with longer ones were much less likely to attend.

So I guess it's not a bug? I wish I could figure out what's causing it though.
 
I've done more studying of the inmates, both ingame and through the save. Eventually the original inmate that started this whole post (Stephen Ellison) had their time expire and was released - he never had his addiction cured. He was sentenced to 15 years and spent about 70 ingame days in my prison.

I've made a collection of data on 10 drug-addicted inmates - including Ellison - and kept tabs on them to see if they ever do Drug Rehab. All of them eventually did except Ellison and one other named Duncan Batty. The weird thing was that Batty only ever did Spiritual Guidance and had an extremely low chance of reoffending, but was addicted to both Cocaine and Alcohol. Ellison never did work and had an extremely high reoffending chance. Both of them happened to be exactly 50 years old, and while every other inmate wasn't, I want to believe this was a coincidence.

On an unrelated note, I've now noticed that it doesn't seem to matter if an inmate succeeds or fails Drug Rehab: their addiction will be randomly cured (or not) after they complete the program, regardless of the outcome. I would say that is a definite bug.

Once I've done some studying of this data I'll get back with whatever I find out.

Alright, I wanted to link my datasheet here but the website thinks it's spam so I can't...

Because I grabbed the data at varying times (mostly as soon as the inmate has had a day at the jail), there's a chance my data is biased and may give the wrong impression. Some of these values may change overtime. I probably should have got more data on the inmates that were doing rehab so I could compare that to their original data, but I neglected to do that.

Here's what I've learned:
  1. Category doesn't seem matter, nor OriginalCategory.
  2. Being in a gang or not doesn't seem to matter.
  3. SubType matches BodyType. Doesn't seem relevant to Drug Rehab though.
  4. TransferEffort doesn't seem to matter.
  5. Age doesn't seem to matter. However, the only inmates in my data who didn't do Drug Rehab were exactly 50 years of age.
  6. No Traits seem responsible for an inmate avoiding or going to Drug Rehab. Same goes for Reputation.
  7. Sentence length doesn't seem to matter.
  8. The drug an inmate is addicted to doesn't seem to matter. However, I have seen inmates who were only addicted to alcohol attend Drug Rehab before. Weather this was successful or not was never clear.
  9. WorkCredentials might matter. The only inmates who avoided Drug Rehab were Cooks.
  10. StartingReoffendingChance doesn't seem to matter.
So yeah, still not sure what to think.
