Summary​

Can't get transit rights as landlocked nation (Krakow)

Expected Result​

I want to be able to negotiate transit rights with Prussia, but the option in Make a Treaty is greyed out.

Actual Result​

I can't go to war for independence against Austria + ally Russia, because I cannot trade on the world market then

Steps to reproduce​

No matter what I do or to when I play, the option just isn't there (it's grey). With Russia I was able to get transit rights, just not Prussia
