I'm trying to import heightmaps into the editor. First I found that there wasn't a folder called "Heightmaps" under the AppData\LocalLow\Colossal Order\Cities Skylines II. And when I click the I/O buttons in the terrain tools will cause no response for a while.

And I created a Heightmapsfolder under the place it would be. Then I found that no matter what image I put into the folder, after the time that game had no response, I found there wasn't any height images in the game. I had checked my height map and made sure it fit the requirements.

I also followed this thread cant-import-heightmaps.1696662 and tried launching the game in admin mode.
First launcher could not launch the game and I launching the bootstrapper, launcher and steam in admin mode. It could start normally but the problem above still there.

If there is someone who can help me solve this issue that would be nice.
 
Are you using any mods? If so, I recommend switching to No Active Playset to test if any mods are interfering with the Editor.

If no mods are in use, then please verify game files. Here's how it's done depending on where you have the game:

Verify game files - Steam
  • Right-click on the game in your Library
  • Select “Properties” from the dropdown menu
  • Select the “Installed Files” tab
  • Click the “Verify integrity of game files” button

Verify game files - Microsoft Store
  • Open the Microsoft Store/Xbox app for Windows
  • In My Library, select the game title
  • Select the More options (…) button and choose Manage.
  • Select Files and then Verify and Repair.
 
Does the game possibly check whether the png file has the required properties (4096x4096 pixels and 16-bit grayscale)? This would explain why it takes a while for the import dialog to respond and if this check fails it will show no file. This is one possibility.

Second one: It confuses me that the folder name is "HeightMaps". In my case it is "Heightmaps" (with a lower case M).

Try the following:
1. close the game
2. backup your heightmap png somewhere else and delete the HeightMaps folder
3. start the game and the map editor
4. on the flat new map, dig a hole or apply any change with the landscaping tool
5. open the map menu and choose "Export Heightmap"; the game will now create a new Heightmaps folder
6. quit everything, drag your png file into the new Heightmaps folder and try again
