Can't install new DLCs

I got the new DLC's CCP Shopping Malls and CPP Sports Venues and also the older CCP Mid-Century modern.
When i tried to get them installed i get a message from steam saying theres an error, with a bunch of solutions that all don't work.
How do i fix this?
Steam now displays: 'New DLC is added and will be installed together with the game', but it won't.

List of things that dont work:

• Restart PC
• Empty steam downloadcache
• Repair steam library folder
• Repair game files
• Change steam download region
• Relocate game folder
• reinstall game
• reinstall steam
• check for problems with virus detector/firewall
• check for problems with OS and updates

Do they show in your Steam "Manage my DLCs" page as there and enabled?

If so, do they then show in the game's main menu with a green tick?

If so they are indeed in your game.

It did show up under 'manage my DLCs' as enabled, but not in the game.
However without changing anything else today it is working.
Case solved i guess.
