Then it didn't get saved correctly. It must have .reg at the end of the filename to work. You should be able to just rename the file to fix it.

If it's opening with notepad when you double-click then it almost certainly has a .txt at the end (which you might not see since Windows hides those extensions unless you tell it not to). If it ended with .reg then double-clicking would ask you if you wanted to add the contents to the registry since that's what .reg means to Windows.
 
Windows uses the last three characters of the filename (the "extension") to know what program to open the file with. If the extension is .txt then it opens with notepad, if it's .reg then it runs a program to add it to the registry. Unforunately by default Windows hides these extensions but if you open the folder the file is in and select "view - details" you can see a column for "type". That will show "text document" for .txt files and "registration entries" for .reg files (could be slightly different for you since I'm using Windows 2000).

I've the same problem with installing 1.04 patch, but my version of game(1.03) is
in the register.However I still can't install a patch.

The version may be in the registry but the question is whether it's in the right place. What is your publisher and what exactly does your registry entry look like? Is it exactly what I posted earlier in this thread?

Try renaming VictoriaENG.exe to Victoria.exe; I think the patch may look for that before it installs.

The registry probably doesn't matter; try just the actual file first. The patch has only victoria.exe, not the separate language versions that the Polish localisation has so that's what probably looks for.
 
You could try creating a key that looks exactly like the one I posted except for the InstallPath value pointing to your location. Should also work with Paradox Entertainment in place of Strategy First I believe.
