Can't install Revolution on Seven - pb of language

Hello,

I own a french version of Victoria and would like to install Revolution bought and downloaded from GamersGate.
With XP i had to change the language with regedit but i can't find any paradox nor victoria folder on my seven regedit

Bonus question wich set up is better :
A : Vic 1.00 + 1.03 + 1.04 + REV +Hotfix 0.6
B : Vic 1.00 + 1.04 + REV + Hotfix 0.6
C : Vic 1.00 + REV + Hotfix 0.6
