You may as well update that nVidia driver to 2024 https://www.nvidia.com/Download/index.aspx?lang=en-us

But if that doesn't help, this pretty much has to be a mod/asset issue with that particular city, which I can't really help with. Maybe attach the affected city save file, for others to look into.
