Can't lower graphics/strain on PC

Description​

I'm a regular Crusader Kings III player and have noticed that the game used to run more smoothly around release. However, performance issues have grown over time, and I'd like to report a specific problem that’s impacting gameplay on lower-end systems.

I’m playing on a low-end PC, so it's important for me to reduce the graphics settings to lessen the strain on my GPU. Unfortunately, I'm unable to do this effectively. When I change the graphics settings in-game, one of two things happens:

Either the settings don’t visibly change, or

The game prompts me to restart – but after restarting, the settings are reset to high again.

I’ve also tried adjusting the settings through the Paradox Interactive launcher, but the problem persists there as well. The game continues to override my preferences and revert to high settings.

Is this a known issue? Or is it potentially something specific to my setup? If this is a recognised problem, is there a planned fix?
