Can't Make Courtier Court Poet Despite Having Poet Trait

Description​

The UI has a plus mark that indicates there should be someone in my court that can be a court poet but when I click on it no one shows up. I did a search for the poet trait and found one of my courtiers.

not sure why this is happening.
