Can't make pronoias as formed byzantium

Description​

I started a hungary game, where I switched to orthodox, then swapped my primary culture to greek, then formed byzantium, everything works as intended, but I can't make pronoias, I even took the second reform which gives +2 slots and the ability to make client states, still didn't work. The screenshots include a list of my subjects, and me opening the influence menu on one of my vassals(georgia, less than 100 dev, bc I want to feed them their cores)

Hello there! We are now reviewing this issue. We will let you know if we require any more information!
I have found the cause for it, I don't know if it's intentional or not, but forming the byzantine empire doesn't grant the T1 reform "byzantine autocracy" which enables the subject type, so that's why they aren't available. Also, because of this, the mission "recover authority" doesn't grant the upgraded T1 reform "Reformed Byzantine Monarchy" which also enables the subject type.

So on the chance that this is unintentional it can be fixed by modifying the decision to "Restore the Byzantine Empire" by adding that it grants the byzantine T1 reform.

I have a very similar problem: Do you own King of Kings? Because if you don't the government reforms don't allow Pronoias either way. Which is weird regardless because the government reform "Reform the pronoia system" still exists and gives 2 pronoia slots

Yep, I do own it, also the subjects work when starting as Byzantium, the issue is it doesn't give you the t1 reform that allows them when FORMING Byzantium.
In the following images I started as Byzantium, which has the T1 reform from the start, so I had the choice to make athens a pronoia subject, the issue is, when you form byzantium with an other country you stay as autocracy, elective monarchy etc... T1, so your country won't have them enabled.

I tested it out, and adding "add_government_reform = byzantine_autocracy_reform" to the byzantine formation decision, does enable the subjects, I'll remove the line bc it breaks ironman, but that's a potential fix for the devs.
 
For anyone looking to quick fix that themselves.

You have to go to the folder where the game is installed. Then go into the Folder "decisions". The file name you are looking for is called "RestoreByzantineEmpire.txt"

Open it and add the following line "add_government_reform = byzantine_autocracy_reform" where the effects are

For example like this:

change_tag = BYZ
on_change_tag_effect = yes
add_government_reform = byzantine_autocracy_reform
restore_country_name = yes
......

Then hit SAVE and you are good to go. I too was doing this crazy campaign starting as Austria, where I no-CBed Byzantium and annexed it together with vassalizing Bosnia and Serbia all in one war. Also got Bohemia, Hungary (for free, good RNG!) and Milan as PUs, beat up the Ottomans twice with help from Poland-Lithuania and dismantled the Empire all done done by 1464. That year I switched to Byzantium, but could not make Pronoias, which in my mind is a bug and I don't want it to ruin my campaign. Note to be able to see the decision to Restore the Byzantine Empire, you have to be Orthodox(for which you need majority development to be orthodox) and change the primary culture.
