There used to be an option to punish prisoners, but since the last update there is no way to give punishments to prisoners manually such as permanent lockdown. The "punish" button is now greyed out and there is nothing saying why. I have researched everything and have all the proper staff members. This ruins my gameplay as it's impossible to manage supermax and protective custody without permanent lockdown. Am I not doing something correctly or did the last update break this part of the game.
