the doesn't launch it says an error occured i did what game said to fix it but it doesn't work how to fix

I haven't seen that before ... literally nothing whatsoever? Note you do have to double click on Victoria3.exe in File Explorer, not just click on it.
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

dont worrry anymore i dont have avx so i cant play the game rip spend 50 eur on this game cant play or refund
I'm sorry to hear that. If you bought from our own store we could refund you, but if from elsewhere we cannot.
Otherwise I hope you have, or can soon get, access to a more modern machine that can run this game.
