I am Austria and have conquered Nice and country above yet it still won't let me create colonists. I read that you have to have water access which I do. The only thing I can think of is Helvetica interupts my borders keeping it from connecting Nice to the main country borders. Does this make a difference?

Nope. You need more then sea to get settlers: when you are catholic, you get none. If you go to counter-reformed, you get 1 per year (same for protestant, 2 per year for reformed).
You can also get 1 per year if you have a shipyard (hint: Venice)

Austra wasn't historically much of a colonizing power, so you shouldn't be amazed if you don't get that much colonists.
 
There is a random event, but that happens quite rarely, so don't count on it.

And you can only convert province if population is below 5000.
