Can't raise levies

So, ever since my character died and I switched to his son, I can't raise levies. The military screen says I have zero levies, while the number in the top right corner says I have little less than 3000.
Is this a bug?

A bit of an update:
I created a second rally point, raised the army then disbanded it. After that the issue seems to be solved, obviously a bug

You can't raise armies if there are enemies at the rally point. To change the rally point is the way to solve this problem.
