Can't research any Tech.

I can't research any tech. I've tried changing my research council (right name?) and that doesn't help. using "open negociations" with another country I have seen that another country has 3 techs I don't have (ones I haven't brought yet).

If its important I have been buying techs from that country for a while, at random (they are all Naval techs), so I have some "gaps" in my research.

If you have been buying tech your RP are most propably negative and you must wait for them to accumulate before you can again research on your own.

That wasn't the problem. I had 40-50 RPs sitting around (earning ~2.3 per month). I couldn't even choose what tech I wanted to research.

IIRC some late-game events have set dates, before that you can't start researching them.

That doesn't quite fit with the fact that other countries have those techs, though. Can you tell your tech level and the techs that other nation has?

Unfortunatly I seem to have lost the savegame. But I had got all of the non-military techs, Up to the 2nd highest level in Land Military (and no-one I looked at had any of the hightest level). Naval techs were the problem and I had all the techs except 3. These three were from different tech chains (areas?), these three are level 3, 4 & 5 technologies.
