I'd suspect you haven't done any CV research. This would probablly explain the Naval related stuff I'm seeing. this is just a guess as I don't actually have the files available right now.

I actually do have CV research. Im either doing fleet carrier now or have done it.

Also ATGMs are redded out for some reason, cant get 1952 air defense in secret weapons, most of aircraft doctrines are grayed out...
 
Fleet Carrier is required for the first CAGs (1938/39), which is probably the root of this. Later models require better CVs to research. Let me know if Fleet CV doesn't help things.

Shameless plug: The manual refers to this, saying that CAGs require CV research.
 
How do you research the radar doctrine?

ATGM: I don't know why this tech is Deactivted. Is anyone else seeing this in their games? My computer is not working right at the moment so I may not be able to get the game to load myself.

'52 Air Defense: Requires '48 Air Defense AND Developed SAM AND 1951 Electronics AND Turbojet Interceptor 1949. You are to be missing the TJ Interceptor 1949 which should have a small "R" located next to it on the SW screen.

Air Doctrines: Your problems appear to be caused by not having Experienced Command Central. This requires the Industrial tech High-end Centimetric Radar which may be missing. There allso seems to have a mismatched tech where it requires '52 Air Defence instead of the proper '45 Electronics. The only thing you can do to fix this is edit the Air Doctrine file (replace 7150 w/ 7410) like this:

required = { 9170 7410 5640 } # Experienced Command AND 1945 Electronics (Secret Weapons) AND High-end Centimetric Radar

Hi,

Further review shows that there is a missing command for activating the ATGM techs. This really can't be fixed AFAIK, unless you might be able to edit the save game to activate it/un deactivate it.

Hi,

No, the tech is Deactivated and this isn't controlled in the tech itself. OTOH, what you could do is insert the following into another tech that you can research:

command = { type = activate which = 7940 } #
command = { type = activate which = 7950 } #

Note, this needs to be in a tech that you haven't already completed.
