Can't set visibility on steam workshop...

Hi folks.

I just tried publishing something to the workshop and I can't change the visibility... Only option I have are "Hidden" or "Friends only"

Any ideas what's wrong ?? Could it be the fact that I didn't buy something else on steam ? (you know, their "We want you to purchase at least for 5 dollars here or you won't be able to comment on workshop stuff, we're not stealing your money, it's just to prevent spamming") ??

I've found it in Steam support :

What features are unavailable to me?
Limited users are prevented from accessing several features on Steam, including but not limited to:

• Sending friend invites
• Opening group chat
• Voting on Greenlight, Steam Reviews and Workshop items

• Posting frequently in the Steam Discussions
• Gaining Steam Profile Levels (Locked to level 0) and Trading Cards
• Submitting content on the Steam Workshop
• Posting in an item's Steam Workshop Discussions
• Accessing the Steam Web API
• Using browser and mobile chat
• Adding public artwork and screenshots

I f%#~£ paid for this game and now Steam wants me to pay even more to be able to use it as was intended.

THIS IS NOT ACCEPTABLE !!!!!!!!!!

They claim it's for stopping spam on steam but how can I be a spammer if I'm using a paid game, damnit ????

It took me a while to swallow my pride and put $5 dollars in my Steam Wallet. I'm not happy about it. I only did it for the sake of my uploads and didn't want to wait any longer to find crap I had no interest in buying. If I wasn't making content for this game, I wouldn't bother. Not saying you should just give in but I would really like to subscribe to your content. Which is what makes you even madder about this right? Even though I put up $5 which will continue in purgatory for the foreseeable future, I will continue to support any noise being made about this.

Well... apparently you can ask me as a friend, the only people that can see the stuff I publish are my friends on steam.

But there's only one thing that you might be interested in right now because the things I posted are mods, and one of them is in french.
