is there an event that spawns capital and a regional hq for free or do i have to bite the bullet and build it ?

Land doctrines -> Strategic Level

You 'll always have to build it. AI Italy gets some Region HQs for free and there are some events for USSR, ComChi and may be some others about normal HQs. If you're no major, it's not worth it.

Playing as Japan, start in '36, the Strategic Level of WWI Thought is greyed out.

Now I've researched almost all land doctrine available, and the second sino-japanese war is under way. How come it is still not available?

I'm an idiot; it was so obvious I should have seen it right away!

In case you are like me, slow in understanding basic principles of the game, here is how you get that HQ as a Nihon. Click on the tech that gives
you the HQ (as stated in post above) and then look in the other tech tabs to find what other tech are required to get it... In our case it was
Specialized Units in the infantry tab.

Tecnoflechas, ok, thanks, didn't know it existed... Whatever forum cred I had is long gone now.
