Captured shipyards arent removable

I am playing on xbox one x and i have all the dlc and am on the latest update. When i capture an enemy star base and after the war i keep the system, if the star base has a shipyard i cannot remove the shipyard in any way. I Cant replace or remove. I even tried to downgrade the star base and it still remains (see screenshot)

. This happened since the last update b4 the hotfix. It has happened across multiple games.

I have been having trouble with bugged ship yards too. I tried to replace on of my ship yards. Even though the ship yard is gone, the fleet manager seems to que ships from it that never build. When I exit the game and return, the shipyard is back. This has happened on two different games. I have all DLC. I am playing on X Box One S.
