i have been able to put ports in provinces that were originally not coastal (dobrodja for example)...

i just went into provinces.csv and made the province coastal, set the port_x and port_y to where i wanted the little anchor picture to be (this takes a little trial and error, but use the city_x and city_y as a guide) and set the adjacent sea zone number...works like a charm...

so i don't see why it couldn't be done...except, your navies wouldn't be able to go too far ;)

I agree the fleet could not go far but I guess I was puzzled as to why the caspian Sea seemed non-navigable. After all, why would it not be reasonable to think that the people in Persia would not consider for instance sending a small transport to sea in order to unload some troops on Astrakhan? I agree the Caspian Sea was not a major bustling seaway but heck it allows for richer interaction along its coasts than if you have to walk all the way around, with likely neutreals between you and your goals.

Anyhow, my two cents. :)
 
As to why the Caspian is divided in two, perhaps the zones are used when determining the distance a colonist travels which in turn determines the chance of a successful colonization. Do colonists move through permanent terra incognita? If so, perhaps then there are actually provinces hidden under that to?
 
I am a programmer myself, and my own opinion (and again, this is a style thing) is that it would be MUCH easier and much more realistic and balancing to do it by number of territories, as each territory is supposed to encompass an area of land that is similar in time frame to the ones next to it (i.e. travel time, fatigue from travel, difficulty of crossing in a certain amount of time, etc)

Again, that is how I would do it if I was the programmer-but, they may have done it differently <que's paradox to enter in with a response ;) >
 
Depends on how it is done-the terra-incognita could be hard-coded into the game, which means that the provinces COULD exist, but they are not necessarily available in the text files, instead they exist only inside the code-which is quite possible-i have done it before as a short-cut (and let me tell you, the time it saves ;) )

Anyway, just my 2 cents worth ;)
 
In one of my games Persian troops landed in Astrakhan. How on earth did they do that?
