Now, where is the cutoff? I don't have a firm number of "cost" points, but I imagine the cutoff will be somewhere in the 8 or perhaps 7 vote range. I will ruminate over the next few days.

I hope you opt for the 7 vote range (mostly for 090 ;)).

Some implementations might be longer/harder or shorter/easier than anticipated so perhaps you can decide as you go along.
