CB Shield?!?

What exactly is a CB shield and how does it work? Is it a casus belli?

it is. it appears when you choose the political view. you'll see your shields in all your national/core provinces. if some of these core provinces are owned by another country, then you get a permanent CB until you re-claim (i.e. read liberate) those provinces.

Also, note that when you conquer a national province there isn't any "nationalism" revolt risk.
