Cells not working

Cells are marked as valid, but prisoners will not be allocated cell, fill to capacity does not bring prisoners into the prison to occupy the empty cells. For some reason the cells are counted under the max safe occupancy level, and they are for the right sector and have the right cell quality, so I'm a bit stuck.

But probably best to attach the affected save here, so the gameplay experts can check into it and see if it's WaD, a glitch or a bug.
