Ireland, Scotland, Wales, Brittany and Cornwall are not uncommon for people to play as and are already fun but I feel that it lacks some depth. I believe the Celtic kingdoms should have a new form of government which is a sort of hybrid between Clan and Feudal.
High King Clan System
Players can hold the title of High King of Ireland or King of the Britons. These titles grant unique bonuses, such as increased prestige and authority over vassals. this can either be gained by force or by winning the favour of the other irish kingdoms elected in via tanistry which is already in the game.
Each region has local clans that pledge loyalty to the High King. Clan loyalty affects the stability of the realm; high loyalty grants bonuses to taxes and military support. Each clan has a leader who represents their interests in the High Council.
Under this system powerful clan chiefs can declare war for the high kingship without a formal claim if the unpopularity of the current high king is too much. Clans can gain influence through military success, wealth, or strategic marriages, affecting their power in the council.
Lords and High Council
Local lords hold feudal titles and have traditional feudal obligations, such as military service. Unlike standard feudal systems, their power is moderated by clan dynamics.
The council consists of clan leaders and powerful vassals. The council advises the High King on major decisions, influencing policies, wars, and succession. Important decisions require a positive opinion from council members, adding an element of political strategy. The High King can call for a Great Assembly, requiring participation from clan leaders.
Just for clarification by clan leaders i'm refering to heads of the different kingdoms
The High kingdoms will exist as confederations. the ones that would exist at the beginning are Britain (Which would also include brittany) Scotland (Due to historically being seperate and more united) and Ireland, and a possibility of setting up one in Gaul if you revive Gallic Culture which I will talk about in the next bit
New Cultures
there are a few cultures that should be added to the base game that are formable or choosable.
Gallic/Gaulish
in the initial start date Gallic is mostly extinct, it is disputed whether it went extinct in the 6th or 11th century, but either way theres some evidence that people spoke it later than the 6th century mostly in mountainous provinces, It should be a revivable culture which is Bellicose and if you take over the kingdom of France it will rename itself to Gaul/Gallia which will change its colour to green and give provinces an old gallic name like Montaigu would be renamed to Pictoni and Paris, Lutetia. If re-established there should be an easter-egg achievement called "The Indomitable Gauls" as a reference to Asterix and Obelix
Briton
Briton would only exist in historical characters such as vortigern and previous holders of Coruna (which if under briton culture should have the name changed to Britonia. Briton would have a similar mechanic to norse where they can migrate to another area as they did with the anglo-saxon invader.
Druidism Religion
Druidism/Celtic Paganism would be a religion similar to Hellenism in some aspects it lingered around very late in ireland. it should have patron deities, Esotericism and Sanctity of Nature and should be split into Goídelc (Gaelic) and Drywism (Welsh). the Head of faith should be the the high kings of ireland and britain even if they don't follow the faith.
