where(in what file) can I edit the % chance of capturing enemy fleet in port by any land unit?

To the best of my knowledge, that's not stored as a constant in a editable file.

It's hard coded into the .exe. It's not a modable variable.

what else could be hard coded? I guess it is the fact, your planes are always lost when enemy occupy province with your airfield
