change of allegiance destroyed divisions

I'm not sure if this has been overlooked or if you guys couldn't reproduce it, but I found this in our save file about the divisions being destroyed.

My friends and I were playing a multiplayer game, in which three of them were fighting over Romania. It was Germany v.s. Romania and the Soviet Union. The German player convinced the Romanian that it would be best to surrender and become his puppet (Germans and Yugoslavians had almost overran all of Romania). However, the Soviet player still had a presence in part of the country. After Romania surrendered and became a puppet of Germany, the Soviet player lost all of his troops. They were not redeployed or anything, just completely annihilated.

I know it's an obscure situation that will probably only happen in multiplayer, but it could use a fix.

The Soviet player was the host and as you can see his troops in Romania got swallowed up after Romania switched sides.
