Change Setup Treasury

I recently started to create a mod and my plan was to also modify the setup-treasury. But I couldn'd find anything in the setup folder or any other folder, so I wonder what determines the setup-treasury and if it is even possible to modify it for specific countries.

Putting this in the default file in setup in the particular country in question should probably work.
