From a historical perspective, I think Djerba should start with a castle, though I don't know if that would be a good change balance-wise. Either way, I definitely think grain should not be the trade good in Djerba. Possible alternatives might include dyes (the island's dye industry in the time period is not well documented, but it was a crucial source of murex in antiquity, and there was still a notable community of Jewish dyers working with henna and indigo which they were growing there in the thirteenth century), cotton (known to have been exported from Djerba to other parts of the Islamic world around the early middle ages), fish (everyone's favourite thing to put in an island province with no other obvious trade good, and a major source of sustenance for the island's inhabitants throughout history), or some other thing.

For some reason, the island of Djerba currently has grain as its trade good, and the 1/1/1 development, neither of which make historic sense as far as I know. The trade good should probably be dyes, as the island was historically a very important source of murex, used to make Tyrian purple dye. Really, though, any other trade good would be better than grain, which the island has never had anything to do with, and couldn't realistically support much production of. I'd be inclined to bump the development up to about 2/3/1, considering just how big a deal Djerba was in the Mediterranean dyes trade. Historically, it has always been very well fortified, so maybe a starting castle is justified. I also think missions could be created to encourage certain AI Christian nations to take a particular interest in conquering the island, as they were very keen to do historically.


Considering the size of this island I think a very convincing argument would have to be made in order to boost its starting development.
If you have a source that speaks of the trade of Tyrian Purple in relation to Djerba in this era I would love to see that as all references I've been able to find to it relate to periods long before the start of EU4.
I have also not seen any mention of wanting to control this dye or any sort of trade center in relation to the (numerous) battles fought to control the island in this era. It was of course an important naval base and a centre of piracy but that's not necessarily something that relates to development.
I am not averse to changing the trade good at all but I need something more to stand on before considering it :)

You're probably right. I posted this late at night, and made some rather large logical somersaults. I retract everything except the fort and changing the tradegood. Dyes still doesn't seem inappropriate, considering that there was a notable community of Jewish dyers in the 13th century known to have been working with indigo and henna, which they brought from Djerba when some of them were encouraged to settle in Sicily. But there are other trade goods that also make a degree of sense.
 
I agree that Djerba should get some kind of bonus that would make it more desirable. Maybe a minor boost to trade power for controlling such a pirates' haven?
 
We wouldn't be having a problem if we could have numerous tradegoods per province.
