Changing difficulty setting

To experiment, I have changed the difficulty settings for the AI. in the database difficulty folder. I have set the Industry,resource and mp. levels at 0 for every level,very hard to very easy.
However when I start a new game ,the AI. nations still show different numbers in the intelligence folder.
For example , playing as USA on v.easy germany shows 120 ic while on v.hard they have 173. Can some kind person tell me what to do to get the same numbers at all difficulty levels

Is it the difficulty.csv file you have edited?

I changed DB folder- difficulty. ai. row 15 industry ;-20;-20 ;-20;-20;-20;X
I start game as USA v.hard.Open intelligence and note german ic.
Then start game as before but v easy. German ic is much less.
Should it not be the same and only my ic should change depending on the difficuty level I set.

To answer my own question.On my 13th. attempt it works.But each time I think I typed exactly the same thing.Thanks for your reply,Kirkegaard.
