Changing fantasy settings?

Hello,

is it possible to change the fantasy settings? I want to make a map with fantasy rules and want to increase the fixed amount of settlers per year. But I didn't found anything so far. Is it possible and when yes, where?

I've tried to do the same thing before (actually, I was trying to change the natives), and I seem to recall that all special fantasy rules were hardcoded. I could be wrong, though.
