Is there a way to change the ingame language to german ?

Go to HKEY_LOCAL_MACHINE/Software/Paradox Entertainment/Victoria in the registry. The "lang" key should be what you are looking for.
Unfortunately, that did not change the language... do i have to change something else ?
Take a look at your config\text.csv file; it's possible that you have no text available other than English. My game has multiple languages in some of the text files but not in the core 'text.csv' file.
True. That seems to be the problem. Is there a way to replace it.
(One of my friends who is not so good at english would be happy if ´he could play a german version)
You could manually replace all the entries. It looks like a task of quite some proportions, though.
Yes, it is just a ;-delimited text file. English is column 2 and German would be in column 4.
