That's semi-unfortunate... Defense conditions should be set by each superpower and change readiness and strategic weapon placement/targeting. If I'm the USSR and I intervine in the Korean theater, the US should increase it's Defcon rating. In response to that, I could alter mine. This is how the world was at risk during the period. It wasn't an automated increase in ratings, it was a game of "They increased their readiness due to our increased alert status, so we should increase our readiness even more".
At Defcon 2, my strategic bombers should be running to their targets. Defcon one is weapons free/bombs in the air, not the in-game "get ready to go".
