changing relations

When I send money to another country, I look how the relations with that country change. Sometimes I also see other relations of that country change. Is that a coincidence ?

Suppose I send 250d to France. France has a +40 relation with Spain. I myself have a very bad relation with Spain. Will my gift in some way lower the relation between France and Spain ?

AFAIK it will not. Although there are many factors involved in relations. France may be persuing a seperae policy which is having an impact.
