changing resources..

I used to be able to change the resources and IC of individual nations (I.E. China) to bolster my resource production without worrying but since then I had to format my computer and reinstalled HOI. But it has been a while since I was able to do a resource change on a province that I completely forgot how. All I know that it is simple to do. This time I want to play as Nepal and I want to change it's only province's (Katmandu) resource production so I can be a threat to my neighbours. Please help!!!

You can either edit db\province.csv or the scenario file. You could use Mithel's province.csv editor: http://www.mnstarfire.com/download/downloads.html
