I believe this bug is in the future tech pack dlc as I only started experiencing this after I downloaded it.
Basically, he'll walk in circles and really the only way to get him to act normal and get escorted to his cell is to give him lockdown. The issue is that I just had another situation where he was in his old cell before getting moved security levels but lockdown would be active for his old cell even though it's not his anymore. The "Change cell" button is also not there.
